A Challenge Shared: BOIP's Story

In 2010, three European governments (Belgium, the Netherlands, and Luxembourg) came together under the auspices of the Benelux Office for Intellectual Property (BOIP) to digitize and accelerate the patent grant process across the region.

BOIP sponsored the build of a shared IT platform, the Benelux Patent Platform (BPP) to support the patent grant and management lifecycle for the three member states. It is used by more than 4,500 patent attorneys globally, and 10,000 regular public users. In 2018, BOIP stakeholders agreed that the platform needed transformation to keep pace with changes in legislation and to take advantage of modern technologies.

With the existing IT supplier’s contract coming to an end in 2021, Credera was selected to deliver a roadmap for the second generation of BPP, handle the complex public procurement for the contract replacement, and transition to the new IT service.

We established a strong BPP strategy for the next generation of the platform to enable the three patent offices to meet their business priorities. The strategy covered infrastructure, applications development and support services, and project management. Over the last four years, Credera acted as multi-lingual “facilitators”, bringing independence to the complex stakeholder landscape. We managed the process from technology roadmap through procurement, to implementation of a new IT service.
